Abstract EN

Higher education is based of building and constructing societies and creating new generations that can communicate and deal with new effectively ,are some of the big world changes and the universality of higher education development challenges and difficulties which higher education is facing and in need imposed to reform in response to theme.

Algeria is not isolated from those developments, So it raised the alert against this danger in a years ago.

Thus, it is necessary today to reconsider this sensitive field and work on its development by adopting new methods and policies .and the total quality management are considered of the most important and efficient methods because this strategy reflect, a big role in the amelioration of performances and the improvement of the university product.

The present paper, aims at research to identify the principles and standards of quality management and the application of the Algerian university institutions through exposure to the reforms initiated by the Algerian government in order to guarantee the quality of higher education and highlight the challenges that a major stumbling block to the application of this philosophy, and through the question: how to contribute to the overall quality management in achieving the quality of higher education? And does the standards adopted in the higher education sector in Algeria? or is it still faces challenges in the path of the application? This study has concluded that despite government efforts to implement quality management and ensuring the quality of higher education, but that the practice reflects the existence of substantial differences between the legal text and the reality of higher education, which is still engulfed in many challenges to overcome and work hard to implement the strategy for the advancement of the higher education sector
