English Abstract

The concept of quality in higher education as a result of criticism rising to the low quality of higher education, the higher the cost of guarantee has been shown, as well as intense competition in the labor market, global competition between institutions of higher education as a result of the global trend of globalization, the spread of this global bodies for Quality Assurance in Higher Education, which has worked to identify policies and became incumbent on the institutions introduced and achieved in their programs as a prerequisite for recognition and approval.

Some Arab higher education institutions experiencing challenges related to the low quality of their output and not adapted to the needs of the labor market.

And many disciplines and programs of these institutions are no longer a priority for the needs of the community and has become a local labor market saturated with them, and suffer outputs of unemployment, especially in the disciplines of social and human sciences, so research aims to outline the criteria for quality assurance of positive education and its role in building the creativity and distinction and leadership institutions educational.

In addition to drawing a flexible strategy to adapt to changes in the labor market needs of the skills and capabilities adopted by universities design their curricula as part of the intense competition in the framework of national, regional and global .importance of the nature of the theme, which has become a strategic requirement for universities, which strives to prove its existence and its ability to deliver the outputs attractive for the job market and responsive to the aspirations of the environment, .also so important that answer questions that revolve in the minds of decision-makers and stakeholders learning outcomes.
