English Abstract

The advanced countries and a few of the Arab countries realized the importance of change in their different organizations and institutions including the educational institutions so these countries interested in establishing reformation projects in their different organizations and institutions.

The most prominent of these projects is elevating the administrative efficiency to give rise to the desired change.

At the same token, the recommendation of the conference of Baghdad governance council on19/7/2006,attended by representatives from ministry of education, confirmed that it is necessary to make a change and manage it in the institutions of the civil community including the education/institutions.

In addition, it confirmed the necessity of being away from rigidity and imitation in the educational applications.

The refore, they should cope with the aspects of academic development that occurs in all fields of life.

It should confirm that the educational institutions should make the proper change for the academic and technological development and the capability to manage this change which can achieve the optimal objectives
