English Abstract

Nowadays, tourism is one of the most important economic sectors, but rules which regulate this domain are essentially general, especially in the scope of international responsibility.

So the state is responsible for the aggression of foreign tourists, if negligence is proved by the state in taking measures of security to safeguard these persons, but the state bear the responsibility of the acts committed by the its officials and agents if they perpetrate them during or in connection with their legal duties
