Abstract EN

Many experts believe that the study of productivity is the study of the quality of human resources "Social capital" enjoyed by a state than another.

They refer to the vast difference in the size of the productivity and quality of output between two states; though they use the same level of technology, the same machinery, equipment and raw materials.

Perhaps the most important method, which improves the level of productivity competence, is to train and rehabilitate the workers so that they can control and use modern means of production.

After reviewing the various concepts of the identification of qualified Labor and non-qualified Labor productivity and its relationship to change as well as the field study in an institution of cement and its derivatives in Chlef to 202 workers, we tried to build a panel data model to measure the impact of qualified Labor in raising the productivity of the Enterprise during the period 1985_2012.

After the assessment and evaluation we have concluded that the qualified Labor should not be confined to positions of great importance in the organization.

However, rehabilitation should feature every individual according to his educational level, acquired experience, and his interest in developing the institution.

Workers should be constantly trained.

On this ground, one can judge qualified and non qualified labor, regardless of the position held.
