The theoretical background is considered the scientific basis to study any economic phenomenon, such as the problem of the budget deficit, the public budget is considered for any country in the world is the real explainer for the public policy objectives, as it consists of public expenditures and public revenues, The public budget of Algeria is the fiscal program for the next fiscal year which is designed to achieve specific objectives within the framework of the general plan for economic and social development according to the public policy of the state.

Therefore, the fiscal deficit is a structural problem related to the public budget of the state which effects its efficiency.

This study will analyse terminological the problem of budget deficit in a way of understanding more its deep meaning and study it in an Algerian context during the period 2001-2014
