The question of the distribution of powers between the Federal Government and provincial governments in the federal system is one of the most important issues and constitutional difficulties facing the federal system.

Power divisions include the authority to collect revenue, spending authority and problems that result from these authorities (for finance) and mechanisms to solve.

There is no single pattern for this distribution although all federal constitutions contain provisions dealing with the financial terms of distribution
