Terrorist operations conceder the biggest challenge in the international community that depend in their existence and continuance on the funding resources, the international community starting to impose new sanctions to block the way in the face of this funding, freezing funds and economic resources, Which has been increasingly used by States and international organizations after being merely individual criminal sanction, Iraq has enact law to organize this sanction, the research will show the legal system of freezing funds and economic resources in international law and Iraqi legislation.
