Abstract EN

The study of the relationship between civil society and the State in Iraq requires the initiation of the definition of concepts.

The concept of State and civil society، the state is a political institution based on three pillars: the people، the territory، the political power، and sometimes international recognition، and civil society is every Non-State and non-governmental institutions.

The problem of research is that the majority of the political systems that governed Iraq have worked to combat and contain civil society and prevent it from playing a role in seizing and correcting the political process in the country or participating in it.

It is known that with the establishment of the monarchy in Iraq in 1921، the first institutions of civil society have been formed and are looking to exercise some political roles.

These organizations، which marked a milestone in political life in the 1930s and 1940s، gradually shrinking in favor of the dominance of the state over society، especially with the military's acquisition of power through coups d'état، as the existence of these institutions has been eliminated، especially under The previous system، which was incorporated into the system، and after the change of the system in April 2003، institutions of civil society emerged، including those of an outsider، because any political change often entailed cultural and value changes.

It has placed great hopes in civil society، and it is seen that it is not a need but an urgent necessity in the new Iraqi political life.

In the light of the foregoing، it can be said that an interactive and balanced relationship between civil society and the State is the ideal and required picture and the way in which the energies of society can be pooled and employed to serve the goals of both the State and society، which is the thesis of research.

Moreover، as one of the results of the search، that، with the former regime being spent on civil society institutions، Iraqi society has been living in political stability، while in hundreds and even thousands of civil society institutions، the community is currently living in a situation of great political instability، as a consequence of which the scourge of corruption is prevalent in the country.

To answer the problem of research and its hypothesis، the methodology for systemic analysis has been adopted.

We conclude that civil society will play important roles in Iraqi political life in the foreseeable term، transcending the non-active but negative situation of the present.
