Abstract EN

The Role of the Organization for the Prohibition of Chemical Weapons (OPCW) and the United Nations in the Destruction of the Syrian Chemical Weapons Program, and the Renewed Issue of the Use of Chemical Weapons in Syria During the Period 2013-2017 : This study sheds light on the pivotal role of the Organization for the Prohibition of Chemical Weapons (OPCW) with the United Nations, through official documents issued by these two organizations regarding the destruction of the Syrian chemical weapons program from 2013 until 2017.

In this vein, this study analyzes the documents issued by the OPCW Fact-Finding Mission in Syria (FFM) on the outcomes of its investigations into the alleged use of chemical weapons in Syria since 2014, and the documents issued by the OPCW-UN Joint Investigative Mechanism (JIM), established by the Security Council in 2015, to identify those responsible for the use of chemical weapons in Syria since 2014.

The study shows that the chemical weapons have been used in the Syrian conflict against civilians according to the FFM reports and the Syrian government was responsible for the use of chemical weapons in three cases by helicopter in the city of Sarmin on 16 March 2015, the city of Talmenes on 21 April 2014, and Qmenas city on 16 March 2015, while ISIL was blamed for using chemical weapons in one incident by mortar shells in the city of Marea in Aleppo in 2015 in accordance with JIM reports issued in 2016.

The study also shows the problematic issue that faced the UN and OPCW to hold the perpetrators accountable for the use of chemical weapons due to political reasons.
