Abstract EN

The aim of this research paper is to search in the causes that contributed to the isolation of the Algerian university for its environment, by presents how the relationship between state and university in Algeria helps to form this process.

All this by measuring this relation by three principles indicators are: the academic freedom, financing and the ability of university to pass their decisions.

Then we will attempts to drop all this on the contemporary global trends related to the functioning universities .

Finally, we attempts to give some procedures aimed to reforming university and working to rebirth relations between the Algerian university and state and the other actors .
