Educational reforms are usually done in a centralized way, it is for the first time in the history of the Algerian school system that the change comes from the base, through "the project of the establishment" .This strategy begins to materialize progressively as part of a new management policy with high hopes of improving the quality of teaching and resource management, as well as the achievement of the quality of school outputs
