Abstract EN

This article examines an issue which consumed a lot of ink and interested many researchers; It’s the question of development in the Arab world generally, and in Algeria in particular.

This article deals with the concept of development, its indicators in general, and the most important obstacles to development in various fields.

Through academic studies carried out by researchers from the Arab world, it monitors the reality in the Arab world in selected areas of development (cultural, political, social, educational and economic) and the permeating obstacles that inhibits the development of these communities, where the academy Arab studies varied in the treatment of the subject according to the variety of treatment angles.

At last, it arrives to many varied results that demonstrate the seriousness of neglecting the importance of the role of development, especially the development of human resources.
