Abstract EN

If the war was a dominant subject in the history of Spain during the reign of Emperor Charles V (1518-1558), the bureaucracy was also dominant.

Political events in Spain were imposed after the rise of Charles V on February 20, 1518 and the Roman Empire (1520-1521) (2) Castile enjoyed a period of peace and prosperity during the remainder of the reign of Charles V, who settled in Spain from 1522 to 1529, The longest he has spent in this kingdom without other imperial possessions.

During which he was able to strengthen the power of the Crown and to impose absolute rule without abolishing Cortis (Parliament), which increased his faith and loyalty to Charles V because of the change observed in his policy, as he sought to build institutional and financial reform that would increase property revenues and control bureaucracy for the purpose of constitutional conventions Spanish system.

This study examines the most important administrative, religious and military organizations that Charles V took during the period (1522-1529) in Spain and its effect to promote the prosperity of the Kingdom and achieve a balance between the expenses of wars and sources of Spanish income.

The research discusses the foundations of administrative and financial reform of the institutions, and explains the administrative reforms of the Catholic Synod of Spain.

The research also deals with the conversion of the assets of military systems to government institutions, and finally shows the military strategy of Emperor Charles V and the expenses of the war.
