The Algerian legislator adopted the real land system, in accordance with law number 75-74 dated 12 November 1975, included the cadastral survey and the foundation of the land register , in which he has tried to cleanse the complicated real estate situation hereditary from the French colonialism, however, the lack of supervision and other problems have obstructed the smooth running of the cadastral operations, in addition there are large areas devoid of title without attribution, which prevents the initiated development projects by Algeria in the context of economic reforms made with foreign partners in a dispute to develop real estate investment and give land for the creation of activities, which led legislator to intervene in accordance with Law Number 02/07 dated 27/02/2007 including the foundation action for verification the property of real estate by the survey of real estate and executive decree Number 08-147 dated 19 May 2008, relating to the operations of real estate inquiry and of which the deed of attribution must be given to each person practice legal holding in accordance with article 827 and the following of the civil law , and any individual does not possess a title deed and sufficient evidence to prove the property in spite its authenticity does not reflect the actual situation of the property.
