Parallel economy in an ancient economic phenomenon, to express it, researchers use numerous names, both developed and developing countries suffer from this phenomenon and fight it, it goes hand in hand with formal economy, and approximately it is completary and competitor of it, it represents a group of economic activities that gain undeclared incomes whether it is legal or illegal, This phenomenon has been spreaded in Algeria capaciously after adopting the economic liberality policy in 1990, because of many internal and external causes, and especially the petrol price changing's ,the main source of the country funds, the activities appeared in all Algerian economic sectors, that has been representing a good rate of the economic activities in each sector, and so ,forming a good rate of the gross domestic product, and this is considered to be a great obstacle of development because it prohibits the state treasury from a big taxes incomes that can reduce its deficit or even end it, also, the central bank is banned from the hard currency which did not pass within bank device, moreover, the negative effect on the internal market balance..., that's why Algeria must attract this economic neglected wealth, and the unexploited financial resource, by trying to legislate it and integrate it in the formal economy
