Abstract EN

This article aims to highlighting the problematic of the market failures and how he can not with his classical mechanisms resolves thoses failures, we will try to explore the incapacity of the state to reduce the phenomenon of the poverty and social exclusion.

Our tentative is established on the “social economy” and here structural and institutional organizations able to reduce both market malfunction and the state inability.

We will use an analatycal approche in order to improve the market failure, inferential methodologie we be also used, it will help us to demonstrate that the social economy is a convenient concept to reduce poverty and social exclusion.

Finaly, we will demonstrate that the “ISLAMIC CHARIA” has the supremacy in the field of the solidarity; in the same way we will explore the Algérian experience of the “ZAKAT BOX” as a remarkable way to materialize our Islamic values and to reduce significatively poverty and social exclusion.
