The study aimed at: recognizing the role of the instructional and academic agreements in developing basic education' and recognizing the identifying extent of the implementation of the agreement in basic level consisted schools* to find out the scientific return of these agreements in basic education level.

The study population consists schools included of: (eleven leader from authority): Minister of general Education the manager of the general Administration of basic level at Khartoum State, Managers of general Administration of basic level education of the -Seven Localities of Khartoum State, Khartoum and Gabalawlya, Khartoum Bahri.

Shargelneel, Omdumian, Ombada and Karerri -the Administration of the international bank and the Administration of public administration for planning.

The study sample same population.

The researchers used the analytic survey method.

The study tool: interview.

The researcher reached the following findings: The agreements contribute efficiently in developing basic level education through funding its projects .It also transfer culture and the technical systems which specialized in developing instruction.

The agreements are implemented in semi continuous form, in good level according to plans and programs.

It is signed by the authorized people because these agreements affect positively in developing basic level education.

The international agreements have a leading role in developing basic education; it has a wide scientific return, as the knowledge of using visual aids, improving the learning and instruction environment, decreasing the dropout of school, increasing the average children intake in school age.
