Coalition forces led by united states and Britain entered to Iraq with a view to its occupation and control of the mineral resources especially oil wealth and sought to impose agendas and laws encourage sectarian and religious thought .

All the infrastructure has been destroyed , the services was receded and the crimes was spread and menaced the lives of citizens and their security, under and these deteriorating condition it is impossilble to based demoeracy .

Allowing citizens to participate in elections or by accessing the internet and express their opinions through social media is not enough in itself as conclusive evidence for the existence of democracy , because it arises only in the state , where are security and stability prevail , achieving a certain degree of development and progress , when the citizens can participate in the decisions that affect the daily life and this requires the construction of a new culture to establish the conceot of a single national identity of each different classes of people
