he rehabilitation of the convicted person is the goal every punitive system seeks to combat criminal phenomenon and prevent its recurrence, Conditional Release is a means available to the community to achieve this goal, which urges convicted on good behavior inside the prison, hoping to shorten the deprivation of liberty and punitive treatment necessary, especially during the remaining period of the sentence in order to avoid the negative effects of the sudden transition from deprivation to restrict freedom and help them reintegrate the society.

However, these objectives will not be achieved unless the legal regulation of parole has some flexibility to allow conditions to measure with the circumstances of each convicted and rehabilitation requirements in order not to put the system in a routine devoid of interest.

The study is an attempt to shed light on some gaps and deficiencies in the legal texts dealing with this system in the laws of Egypt and the United Arab Emirates and try to find appropriate solutions, using comparative methods between these laws and the French law, which has developed a new conditional release system characterized by flexibility and maintains the rights of the convicted.
