Abstract EN

The modern technology of information and communication has changed many of the administrative concepts and principles.

The electronic administration is considered one of the fruits of this technological achievement in the modern century.

This research aims at recognizing the important administrative, technological, human and financial obstacles that prevent mostly the electronic administration from the view point of administers and management employees.

This research is applied in College of Fine Arts – Babylon University in Iraq , where a questionnaire sheet composed of (50) statements is distributed to as sample that included (98) items that contains managers and employees in the college .

The results of the research show that the administrative obstacles occupy the first place, then the financial obstacles.

The human obstacles come in the third place, and the technological ones come fourth.

In addition, the results show that there are statistical differences among all the obstacles and the study variables, age, the number of the training workshops a person joined, and the number of the years spent in service.

There is a positive correlative relation among all the obstacles of applying the electronic administration in the research community from the view point of the administrators and management employees.
