stract This study seeks to shed light on the study of the impact of the general budget policy reform programs Algerian economy in light of the political and economic changes taking place in the country through the economic recovery programs beginning from the year 2001 to the year 2004, and the program support economic growth for the period 2005-2009 and the program also has the five-year period 2010-2014, and is interesting here is that the majority of oil-producing countries are developing countries, and depends on oil as a major source of its economy, and the preparation of public budgets, and here lies the extreme gravity.

These countries will be hardest hit by the fall in oil prices, which could pose a crisis for many oil-producing countries, which build their budgets based on expected oil prices, the most important of Algeria, which is one of the first countries affected by this decline.
