Abstract EN

The European policy of neighborhood has formulated one of the political and strategic dimensions underlying security and defense perspective in the European Union.

Due to the importance of neighborhood in building this perspective, EU countries have dwelled to involve all regional actors in the implementation process.

Although Russia, Turkey, and the South- western side of the Mediterranean are the most important actors in the construction of the EU security and defense policy, the way the EU dealt with these countries has been uneven and different in many aspects.

On this basis, the present paper aims to investigate on how the European perspective of security and defense interacted directly or indirectly with the aforementioned countries.

Also, it tries to illustrate the differences in EU dealings with these countries which, directly/ or indirectly, affect the European security and defense policy.

In addition, this paper seeks to understand the reactions of the said countries towards this perspective either as major supporters, or disrupters, or even rejecters.
