The main purpose of this article is to identify the main obstacles to achieving the desired social development at the level of a local society.

The analysis is basically through adopting an analytical sociological approach to the local developmental act essentially in its social dimension.

Also, it takes into account its political, administrative, cultural, and economic dimensions according to a strategic planning policy and a participatory philosophy of achievement, contribution, and a future prospective developmental achievement within the local society
