The principal contents of this article tend to criticize some reducing designs of the developement strategy in Algeria.The most ideological speeches diffused and consumed about the question of development don’t take in account its problems with all its dimensions but on the contrary they reduce it to a simple economic crisis either to simple dysfunctions or stumblings in planing.

The comprehension of the development always requires a social practice of this one.Individuals forming the local societies are subjected directly to the development what explain their irritation towards any expansion plan which does not share their ambitions as individuals, as it was given to them by Capitalism.

From this point of view what does the social development aim by development action in Algeria ?Does it tend to create the change or to preserve the statuquo ?
