The accession of Palestine to the ICC Statute produces important legal effects for the punishment of crimes committed by Israeli Forces.
But the Court can not exercise universal and compulsory jurisdiction for the prosecution of perpetrators.
It must respect the conditions defined by the Statute to initiate prosecution and rely on the cooperation of Israel refuses that its nationals be referred to the Court and signing bilateral agreements prohibiting an Israeli surrender to the ICC

L’Adhésion de la Palestine au Statut de la CPI produit des effets juridiques importants pour la répression des crimes commis par les forces Israéliennes.
En revanche, la Cour ne peut pas exercer une compétence universelle et obligatoire pour la poursuivre les Auteurs de ces crimes.
Elle est tenue de respecter les conditions définies par son Statut pour entamer toute poursuite et de compter sur la coopération d’Israël qui refuse que ses ressortissants soient renvoyés devant la Cour et en signant des accords bilatéraux interdisant toute extradition d’un Israélien devant la CPI.
