Several studies Paid an increased attention to the topic of public policy as a result of the emergence of voices; calling for the need for state intervention in the economic activity, which gets its strength and effectiveness from planning, organizing and coordinating while using the various economic resources in order to meet equitably the needs of different members of the community’s members, and ensure sustainable development Due to the multiplicity of the aspects of transport activity and the importance of providing public services, a number of different regulatory policies marked by the issuance of a set of legal texts; that originally aimed at ensuring the provision of transport; and its development in order to achieve sustainable economic development; and meet the growing needs of the community.

But the actual application of those policies on the ground raises many questions about their results and their usefulness, especially those relating to urban transport.

Urban collective transport is an essential element in the revival of cities, it’s the only type capable of ensuring the movement of a large number of people, it contributes also to overcome difficulties of access to areas of activity and services.

We shall try through this suggestion to know "The reality of this service in Algeria".
