The health institutions in Algeria are facing many challenges, which have been classified into several levels, some of them are included in the health system, and some other are related to health services and hospitals facilities.

It's noticed through these obstacles a shortcomings of the Algerian health system and severe low level of services.

This paper aims to investigate the reasons for the low level of health services from physicians point of view, and rely on a questionnaire targeting a sample of Algerian doctors in hospital centers of the eastern Algerian, numbering 286 doctors.

the study found that workers and management dimensions are the mainly causes of the low level of health care services
