From the first years of independence, choices of development and revolutionary ideology imposed a special type of education they saw on it a solution to problems and it can achieve the desired development.
But after the beginning of development plans things have changed and the main aims of education have been clarified; as Arabization, the democratization of education and its gratis and the Technical and scientific choice.
However, institutions of education inherited from colonialism which were at the service of European minority in large cities are not able to provide education for all children, especially with the increasing emigration of population from the countryside to the cities after the independence.
While what was destined to teaching as a share of the development plans, despite its importance was not enough.
And the education policy since the 70th centered upon the quantity more than quality.
All That despite the educationreformat all levels.
