The following article deals with; the issue of Reengineering or the business process reengineering, and their relationship with restructuring administrative processing, by making the organization going back to review the nature of their adopted organization systems, and The ways that are used in the management and adding radical improvements on the level of their structures and section, in order to reach a high level of competence in performance, and strengthening its scales according to modern criteria which are imposed by the recent structural changes following ,what is called administrative globalization, and the way of introduction of socio-cultural background of the human resource in the success of the operations of reengineering or their failure, that is so clear in the need of the human resources management, as a model of an efficient administrative system for the change of Reengineering and its radical improvements, the research ended by focusing on the mutual and complementary role of the human element with its constants along with reengineering, to be afforded so as to achieve the success of the reengineering of the management of the human resources, and to improve the level of their functional performance.
