Higher education and scientific research institutions is an important expressive to enter in the new Economy and the provision of contents, and Accordingly the study aims to try to identify the reality of Investment in Human capital and Scientific Research for the sustainability of economic growth and innovation case study of the Algerian League, where it was found that the reality of University Education and Scientific Research has yet to adapt with the strategic goals set for Economic Growth outside the hydrocarbon sector, the Algerian University is required to be more interactive and opening up sectors of the Economy, Industry And Interest Researchers And Innovators.
