The shura is obligatory and binding when choosing the head of state for its association with its political legitimacy.

The consultation is obligatory first, but in terms of its results, it revolves between the obligation and the query as it relates to the performance of the president after his election.

In other words, the Shura is related to the establishment of the Political legitimacy of the Head of State, but the consultation relates to the performance of the legitimate President of the State after his election.
