The target of the current search is to identify the impact of the counseling program in the development of social responsibility among university students by the validation of the following assumptions: 1- There are no significant statistically differences concerning the average scores of the experimental group in both aspects which are the pretest and posttest on a scale of social responsibility differences 2- There are no significant statistically differences concerning the average degrees of members of the control group in both aspects which are the pretest and posttest on a scale of social responsibility differences.
3- There are no significant differences between the average scores of both groups the experimental and control ones conerning a scale of social responsibility in the posttest.
The total number is (2649) students from the third grade students from the faculties of the University of Kirkuk /morning study (2015/2016).
Those students are over 10 faculties.
The experimental research sample of (40) students that are elected intentinally for their getting the lowest scores on a scale of social responsibility.
That sample are randomly divided into two groups: experimental and controller.
Each group are (20) students.
It is an appropriate parity between the two groups in number of variables.
Then two tools are constructed: a measure of social responsibility and an indicative program according to the scientific preocedures.
After that, the researcher tries to find the criterion of stability for measurement by using the following statistical methods (the test for two independent samples, and Pearson correlation coefficient ), by statistical approach (SPSS).
The results are shown as follow: 1- The existing of significant differences between mean scores of the experimental group in the pre and post tests in favor of the post test.
2- There is no statistically significant to the average score of the group differences in the control group concerning pre and post tests 3- The existence of significant differences between the average scores of the experimental and controller groups in the post test differences in favor of the experimental group The researcher recommends the adoption of a measure of social responsibility in the detection of low social responsibility among students of the university.
The researcher proposes to conduct a similar study on other students of governmental and private Iraqi university.
