Some States exploited the situation of violence in Arab countries and began to interfere in its internal affairs through the recognition of rebels and revolutionary councils As the "legitimate representative" and "the legitimate interlocutor" and "legitimate representative of the people."…etc.In this study, we will try to clarify what it means by the rebels of the rebels in international law? What is the difference between them and the belligerents? What are the conditions to recognize them? What are the consequences of this recognition? What are the de facto government for the rebels and what are the conditions for recognition? And what are the forms of this recognition?The study is divided into two sections --- the first deals with the recognition of rebels and warriors and the second deals with the recognition of revolutionary Governments and the new international practice.
