ّThe research centers considered as a very important institutions in this time.

No state can be progressing in a field of science, knowledge and civilizational competition unless it has real research centers that have the potential to positively influence in the environment in which it operates, especially in the political decision-making process.

Iraq has witnessed after the 2003 active movement to establish research centers in various forms.

However, the establishment most often was not qualitatively but quantitatively in nature, which left the centers in this country are weak.

The indirect causes behind this weakness are associated to the delay construction or fragility of the modern Iraq nation-state.

The direct causes related to the confusion of the legal organization of the centers, the weakness of their human and financial resources, the absence of encouraging public policies, the lack of support from the social environment, and the poor communication channels between them and the highest decision-makers.
