This later try to keep busy the processing of cases and their destination, if the case is accepted, the council follow the curing out and the exploitation of the plan .thus, the council has minor and indirect role on the elimination of the plan and the withdrawal of foreign investor.

Finally, due to the council many investments can be generally realised in the field .
