Local democracy demands the integrity of elections as the nucleus of decentralization and the embodiment of legitimacy to elected councils, so it owes its constitutional duty to enshrine control mechanisms to ensure transparency in the local electoral process and maintain voters' will, by forcing the public authorities in charge of the organization of elections to establish the list of voters available to the candidates, and the introduction of an Independent Election Monitoring Authority, in accordance with the constitutional revision the legislator Algerian has extended the judicial control over the local electoral process, in order to guarantee the legitimacy of the results.

However, the lack of neutrality of the Independent Election Monitoring Authority due to the President's power to appoint its members, and the exclusion of the State Council of Control over the vote, reflects the will of the political authority to maintain its dominance over the electoral process to guide their results
