Abstract EN

Information and communication technologies are the key to development.

They offer jobs and services that improve the growth and competitiveness of the various actors in the economic and social fabric.

This study aims to analyze the situation of the emerging institutions in the ICT field in Algeria and its impact on the partnership with the United States.

This partnership aspires to promote ICT activities among university youth.

The study concludes that the Algerian business environment can not lead to the transfer of know-how.

This is due to political, economic and educational dysfunctions which do not contribute to reconciling expertise and application.
