Abstract EN

L’Emir Abd Alkader gave importance to the cultural field in his government even if it was a colony.

He did so because he knew the value of knowldge in addition he was a scientist and a teacher .He realised that a modern government couldn’t be established by an unlettered citizens.

Among of the laws that he put and the deeds he achieved concerning this field : The establishment of the library, penilizing every one who ignored the book , granting scholarships, forgiving all the students who made crimes and avoid excuting them since they had a certain educational background, constructing schools.

Furthermore.he focused on El Jihad by producing weapons, training and organizing the army.
