The President of the Algerian Republic announced in his speech to the nation on 15 April 2011 for his comprehensive reforms in all fields and modify a package of laws, including the law on associations, which was issued in 2012, by whichthe associations have an important role in the promotion of civil society and participatory democracy, where individuals should be able to express their opinions and participate in decision-making process that serve the community, either at the local or national level.Although the legislature has provided for the establishment of the association and its members are freely, but making the Department a sergeant both inestablishmentstage or at the stage of the exercise.

On the other hand it empower the associationwith guarantees in the face of the administration from fear of its abuse in the use of its authority in order to balance between freedom and the preservation of the best interest of the State.
