It is of paramount importance to high light the socio-historical and the knowledge foundations that are representing the background on which we evaluate the competencies.

In addition, these foundations led to the appearance of a new approach which is called, ‘the competency based approach’.

This new approach spread recently all over the world as a new trend in the teaching process; however, many researchers are wondering if this competency based approach is simply a new fashion or a real wave of change? Is it just a profitable fashion or governments are really looking for new reforms to enhance the identification card ?
