Abstract EN

The present research paper discusses the issue of services provided at the municipal level, which are in arrear in spite of the funds allocated to improve them for many years.

The citizen is still complaining about the failure to meet his/her demands and the poor and bad services provided by the agents of the administrative organs, especially the municipality, which represents a link between the ruler and the ruled.

The study tried to shed light on this problem by studying the sample of Tidjelabin, one of the municipalities of Boumerdes state, where we followed the listening and reception of citizens in accompany with the mayor in order to stand at their preoccupations according to the mechanisms currently approved.

The latter unfortunately cannot meet the needs of citizens because of the limitation of these mechanisms compared to the large number of population and the limited period of the reception days and the election period.

After the study and analysis, the researcher reached solutions for these difficulties and obstacles to activate and improve the process of standing on citizens’ concerns rapidly and at the lowest cost, and to find solutions and answers to their concerns through the application of Inshighalaty.
