Abstract EN

This study deals with the legal system of using mobile phones for paying goods.

Here, the role of the Jordanian Central Bank in monitoring payment and settlement systems becomes very crucial.

However, there are no regulations orgainizing the role and responsibilities of the Central Bank.

Despite the fact that the formation of the National Payments Council has enhanced this role, it does not ascend to the level of legislations.

Due to the importance of electronic payment in general and mobile phones in particular, and in the absence of a fully-established legal organization for the payment and settlement systems in Jordan, this study is devoted to examine the nature of this service and the risks associated with it, as well as the liability arising from the concerned parties’ neglect of their obligations
