International intervention, humanitarian intervention, and interventionism have become proposed criterions: Because sovereignty is no longer absolute, But also defines the aspects on which States should relinquish their sovereignty, If they fail to protect their populations from cruel mass crimes and human rights violations.

If the State fails to protect its population or is in fact the perpetrator of the offenses, The international community must use diplomatic, humanitarian and other peaceful means to protect the population from such crimes.

The international community must be prepared to take stricter measures, including the collective use of force through the Security Council.

Understanding of what constitutes a threat to human values has been drastically expanded since 1990; to include issues such as the protection of minorities, the new concept of self-determination and mass displacement, and the UN Security Council has authorized the use of force in situations that many countries may consider " Internal conflict".

In many cases, however, a State or groups of States with power, without prior authorization from the Security Council, intervened at least in part in response to alleged extremist violations.
