Abstract EN

The world witnessed during the beginning of 21st century , many changes and developments in various fields, as a recapitulation to this developments came into being new terms and modern concepts starting from the globalization to the economic knowledge arriving to human resources and human development pursued by all countries, and perhaps the most important thing is looking by everyone is how to access quality and improvement of quality culture in various walks of life, but it remains the main engine of these perceptions in the era of information technology and open space, concern inputs and outputs of higher education and scientific research as a tractor which leads the society to the progress and prosperity, and on this basis has shown interest in many countries, scientific research and improve the quality of higher education.

And it appears on the scientific yard terms related to Total Quality Management such as : quality control, quality assurance, quality assessment, quality enhancement and then grant access to the academic certification by (ISO).

Algeria has known in this field an encouraging start in order to reach the quality of higher education, especially with the arrival of more than one million university students to institutions of higher education in Algeria, with the attainment of this huge number, finding on how to improve the quality and raise the level of academic performance.
