This research aims to identify the effectiveness of tacit knowledge on the human resources management in university libraries, and through the recognition to the perceptions of employees in the university libraries for the use of tacit knowledge, characteristics and reached to develop a proposal for the development of human resources by using the implicit knowledge of the entrance in these institutions, has been research problem in an attempt to answer the question "Is tacit knowledge role and impact in the development of human resources in university libraries".
The were followed style descriptive and analytical, and represent the research community workers libraries Dohuk University, and was a random sample type included 15 library in which 150 forms were distributed it was good including analysis for the purposes of any form 120 that the response rate accounted for 80% .
The research found a number of results of illusion, and there is the effect of the tacit knowledge on the development of human resources management in terms of economy and development, as was the relationship between research and strong positive relationship variables, and that there are no differences due to the variables of the following research: (educational qualification, years of experience, and career level) between the sample used in the extent and characteristics of tacit knowledge for the development of human resources .
The research found a set of recommendations including the need to attract potential tacit knowledge in the minds and insider individuals for knowledge development of the human resource and development so that is reflected in the form of job skills and creations of new services and solutions to the problems encountered in the work, also recommends the need to realize the Library Department to find out the implicit and investment among workers, and the need to consolidate the administrative style for employees, depending on the decision-makers in these libraries
