The principle of regional decentralization was enshrined by the algerian constitutional founder through the text of article 16 of the constitutional amendment of 2016.
the article was not new with regard to the provisions of the text of this article or its content.
it sets the administrative base of decentralization and the place of citizens' participation in the conduct of their local affairs through their elected councils .
decentralization has a main role in consolidating democracy and reducing the burden at the central level, while respecting the principle of the unity of the state.
