Abstract EN

This article tries to search in project and development programmers to achieve their goals, and to link information means in this process .As they are great stimulant, having a great importance in any global development in any country, by the means of stimulation and activation of the interest o the citizen concerning a great number of sensitive causes of the society.

Moreover they mobilize the public to accept the processes of development in itself, to achieve and guarantee the intrinsic goal which is the activation and the moving of the non-homogeneous efficient partnership in development inside and outside the country.
