The existing contradiction between the Urban planning tools in Algeria and their application in the field results in a deep gap at the level of the urban fabric of the Algerian cities in general and the city of Constantine in particular.
The latter was exploited into an illegal urban practices resulting into Hard chaotic neighborhood indicating the failure of these tools.
This research aims at achieving future horizons and new directions to the advancement of urban planning in Constantine by upgrading it to the highest levels according to a new vision that seeks to globalize it with its social and economic objectives.
This is possible via adopting the urban project strategy as a suitable alternative to the existing urban regulation tools in Algeria.
Hence, importance of this study is to move towards the urban project with a strategic vision including several dimensions where the urban dimension is central but at the same time related to other dimensions, including economic, political, social and cultural.
Abstract FRE
La contradiction existante entre les outils d'urbanisme en Algérie et leur application sur le terrain entraîne un profond fossé au niveau du tissu urbain des villes algériennes en général et de la ville de Constantine en particulier.
Ce dernier a été exploité dans une pratique urbaine illégale donnant lieu à des quartiers illicites en durs indiquant l'échec de ces outils.
Cette recherche vise à atteindre des horizons au futur et de nouvelles directions pour l'avancement de l'urbanisme à Constantine en l'améliorant aux plus hauts niveaux selon une nouvelle vision qui cherche à la mondialiser avec ses objectifs sociaux et économiques.
Ceci est possible en adoptant la stratégie du projet urbain comme alternative aux outils de régulation urbaine existants en Algérie.
Ainsi, l'importance de cette étude est de s'orienter vers le projet urbain avec une vision stratégique incluant plusieurs dimensions où la dimension urbaine est centrale mais en même temps liée à d'autres dimensions, notamment économiques, politiques, sociales et culturelles.
