Abstract EN

This article tries to exploit the neo-colonialism aspect from its views on explaining the problematic of culture quality in self-administring institutions for is related to colonialism and its residue on the person and established institutions of algerian society .its tries to show that development experiences at that time did not take in consideration this aspect for it simplified the relation as a transfer from capitalism to socialism.

Neo-colonialism theory considers that colonized societies have some aspects that differ totally from colonizing societies and the difference lies in the « fact development » for in the first is not original as in the second .

For that it is essential to consider the differences .And the cultural of quality should be studied at higher unit levels taking into account micro-cultural facts rather than macrocultural levels
